| Summary / Zusammenfassung | The region of Entlebuch shall be approved as an UNESCO Biosphere Reserve by the year 2001. Biosphere Reserves are representative areas of natural and cultural landscape and are supposed to be demonstration sites and hubs of action for a sustainable development. To guarantee sustainability in the region a conceptual framework of assessment is worked out within the dissertation. Key-indicators are elaborated to check if the regional economic development - especially in the fields of agriculture, forestry, tourism, energy and transportation - is sustainable. The basis for the formulation of the key-indicators is a methodology developed by the 'Sachverständigenrat für Umweltfragen' and is called ‘vision orientated development of indicators’. This methodology structures the derivation of the indicators in a formal way: Before the indicators can be identified, guidelines, objectives and standards have to be derived from the vision of sustainable development (vision -> guidelines -> objectives -> standards -> indicators). By each step the degree of precision is increasing. The development of the indicators is based on consultation of relevant literature, interviews with experts and an analysis of the specific situation in the region of Entlebuch. |
