Summary / Zusammenfassung a) Objective
Due to direct democracy, structures and processes of decisions in Swiss foreign policy are strongly connected to political communication obtained by media. This project therefore includes the basis and possibilities of Swiss foreign policy by reconstructing the reporting of international occurrences in Swiss media and by examining the open conflicts about Switzerland’s position in the world. The project, in which the processes of the building up and loss of threat are in the centre of attention, consists of two partial projects:
In a longitudinal testing of Swiss leading media in German (1944-1998), the changing intensity of reporting international events is reconstructed systematically.
In five phase studies (1944-1950, 1959-1962, 1965-1973, 1984 and 1989-1998), significant “periods of conflict” in Swiss foreign policy are analysed. This part of the project concentrates on the change of the constellation of foreign policy, on newly appearing agents in the public communication (social movements, protest parties) and finally on the relation between political communication in parliament and in the media (response of agents, opinions and topics).

b) Procedure
The basis for this project are data recorded in the National Fund’s project “Crisis and social change. Analysis of media occurrences in Switzerland from 1910 until 1995”. For phase studies, the publications of social movements are included each time. Including leading media of the Romandie (“Gazette de Lausanne” and “24 Heures”) facilitates making a comprehensive comparison regarding the different linguistic regions of Switzerland for the last phase study. In addition, it is possible to go back on data of the BAKOM project "Media events in television 1987-1995" for this last phase study. Besides, central debates in parliament regarding foreign affaires are investigated and related to the reporting in the media.

c) Realisation
This project provides historically founded orientation knowledge about the forms of position determination related to domestic affairs of Switzerland in the world and about the influence of the understanding of the special case on acceptance of Swiss foreign policy. This knowledge can be used to cope with current conflicts about Switzerland's position in foreign affaires. The fact that this project can bring out differences within the linguistic regions of Switzerland and therefore provide clues (publications) for overcoming them is of special meaning. In addition: dissertation project (especially comparison of communication in parliament / communication through media) University of Zurich.
