Summary / Zusammenfassung The project aims at building up an Ethical Advisory Board within the International Committee for Military Ethics’ (ICMM) Reference Centre of Education of International Humanitarian Law and Ethics. Its tasks will be (1) to teach Ethics in special courses to medical officers of the ICMM member states, and (2) to conduct research in military medical ethics.
As warfare and military deployment have changed in the last years, so have the ethical problems that soldiers and medical officers encounter during their missions. Examples include direct attacks on medical units protected by the insignia of the Red Cross or Red Crescent, the treatment of detainees, the appropriate use of scarce resources during emergency relief, and the like. International Humanitarian Law, Military Ethics, and Medical Ethics do not always provide obvious or equivocal answers to the cases emerging in the field and thus sometimes leave the concerned individuals without guidelines. Thus, the project replies to a need for deeper analysis of problematic issues within the field of military medical ethics.
Within the project, recent case studies are collected in order to get an overview on ethical problems experienced in current military deployment. The aim of the project then consists in analyzing these cases in order to formulate recommendations for future guidelines that could be adopted by the ICMM.
